OFFENSEE ET CHOQUÉE PAR UN PROCEDÉ DE VOTE D’UN AUTRE ÂGE, OPPOSE MON

DES 5 ETATS MEMBRES PERMANENTS DU CONSEIL DE SECURITE DES NATIONS UNIS QUI, POUR DES  RAISONS QUI ECHAPPENT AU BON SENS ET QUI SONT CONTRAIRES AUX PRINCIPES DE BASE DE LA DEMOCRATIE QU’ILS DISENT DEFENDRE, ADMETTENT QUE, 1 SEULE DE LEURS VOIX DETIENT LE POUVOIR D’ANNULER LE VOTE, MEME UNANIME, DES 188 AUTRES ETATS MEMBRES A PART ENTIERE DE L’ORGANISATION DES NATIONS UNIES ET, PAR VOIE DE CONSEQUENCE, CELUI DES MILLIARDS DE CITOYENS QU’ILS REPRESENTENT.

 

JE CONTESTE CE « DROIT DE VETO » QUI, S’APPLIQUE SANS EXCEPTION MEME LORSQUE L’URGENCE HURLE A L’ARRET DE MASSACRES AVERES DE POPULATIONS SANS DEFENSE, COMME LE PEUPLE SYRIEN, DONT LE SEUL CRIME EST DE MANIFESTER POUR L’APPLICATION DE LEURS DROITS FONDAMENTAUX ET VITAUX.

 

 

 

Mon nom est Khadja Nin, j’ai 52 ans, je suis mère de famille et je m’interroge :

-EST-CE QUE LES INTERETS GEOPOLITIQUES OU ECONOMIQUES DES ETATS DOIVENT PREVALOIR SUR LA VIE HUMAINE OU LE BIEN ETRE DES INDIVIDUS?

 

- EST-CE QUE LES DIRIGEANTS DE NOS ETATS QUI PRIVILEGIENT CES INTERETS, LE FONT EN NOTRE NOM?

 

- SI TEL EST LE CAS, NE SOMMES-NOUS PAS, NOUS AUSSI, RESPONSABLES DE CES DECISIONS QUI APPAUVRISSENT ET TUENT UN NOMBRE CONSIDERABLE D’HOMMES, DE FEMMES  ET D’ENFANTS QUI PARTAGENT NOTRE PLANETE?

 

- SPONTANEMENT, LES REPONSES QUI NOUS VIENNENT A L’ESPRIT SEMBLENT EVIDENTES MAIS, LE SONT-ELLES VRAIMENT?  SOMMES-NOUS PRETS A ABANDONNER CERTAINS DE NOS AVANTAGES OU DE NOS PRIVILEGES, AU PROFIT DE LA PAIX ET DE L’AMELIORATION DES CONDITIONS DE VIE DE NOS SEMBLABLES ?

 

 

Comme vous, je n’ai pas de réponses simples à ces questions. Néanmoins, je trouve inadmissible qu’en 2012, la voix d’un État puisse à elle seule, détenir le pouvoir d’annuler toutes celles des autres États- membres d’une même assemblée, comme c’est le cas aujourd’hui, au sein de l’Organisation des Nations Unies par le «Droit de Veto », accordé aux cinq membres permanents du Conseil de Sécurité.

J’ai la conviction, que cette pratique doit elle aussi s’adapter à notre monde en mutation, qui, dans tous les domaines (économique, géopolitique, technologique,…),  est amené à répondre à de nouveaux défis. Un État ne peut pas prétendre défendre la démocratie et en même temps, détenir seul, le pouvoir de voter pour ou contre, les orientations importantes et nécessaires qui s’imposent aux Nations Unies et qui engagent, la vie ou la survie de milliards d’individus. Notre pouvoir individuel est certes limité, mais les bouleversements qui depuis un an se déroulent sous nos yeux, nous prouvent qu’il cesse de l’être, dès lors qu’il est collectif.

 ME, KHADJA NIN, AFRICAN AND CITIZEN OF THE WORLD

 

OFFENDED AND SHOCKED BY A METHOD OF VOTING OF ANOTHER AGE, I  OPPOSE MY

                         TO THE

 

 

 

     

 

                     VETO

 

 

 

5 MEMBER STATES OF THE PERMANENT COUNCIL OF THE UNITED NATIONS SECURITY THAT, FOR REASONS BEYOND THE COMMON SENSE AND ARE CONTRARY TO THE PRINCIPLES OF DEMOCRACY THEY SAY DEFEND, ADMIT THAT ONLY 1 OF THEIR VOICES HAS THE POWER TO CANCEL THE VOTE, EVEN UNANIMOUS, OF THE 188 OTHER MEMBER STATES OF THE FULL UNITED NATIONS AND, CONSEQUENTLY, THAT OF BILLIONS OF PEOPLE THEY REPRESENT.

 

 

 

I DENY THIS "VETO" THAT, WITHOUT LIMITATION APPLIES EVEN WHEN THE EMERGENCY YELLS THE JUDGMENT OF KILLINGS OF PROVED DEFENSELESS POPULATIONS, AS THE SYRIAN PEOPLE, WHOSE ONLY CRIME, IS TO TRY TO MANIFEST THEIR FUNDAMENTAL RIGHTS .

 

 

 

 

 

 

My name is Khadja Nin, I am 52 years old, a mother and I wonder:

 

-DO THE GEOPOLITICAL OR ECONOMIC INTERESTS OF THE STATES MUST RELY ON THE LIFE OR THE WELFARE OF INDIVIDUALS?

 

 

- DO OUR LEADERS STATES THAT PREFER THESE INTERESTS, DO IT ON OUR BEHALF?

 

- IF THAT IS THE CASE, DON’T WE ALSO RESPONSIBLE FOR THOSE DECISIONS WHICH KILL A CONSIDERABLE NUMBER OF MEN, WOMEN AND CHILDREN WHO SHARE OUR PLANET?

 

- SPONTANEOUSLY, THE ANSWERS THAT COMES IN MIND SEEM OBVIOUS BUT,  ARE THEY REALLY? ARE WE WILLING TO GIVE UP SOME OF OUR BENEFITS OR OUR PRIVILEGES, FOR THE BENEFIT OF PEACE AND THE IMPROVEMENT OF LIVING CONDITIONS OF OUR FELLOWS?

 

 

 

As you, I have no simple answers to these questions. Nevertheless, I find it unacceptable that in 2012 , the voice of a State can itself has the power to cancel all of the other member states of the same assembly, as is the case today, within the United Nations by the "Right of Veto," granted to the five permanent members of the Security Council.

 

I am convinced, that this practice must also adapt to our changing world, which, in all areas (economic, geopolitical, technological, ...), has to meet new challenges. A nation can not claim to defend democracy and at the same time, hold only the authority to vote for or against, the important and necessary directions are binding on the United Nations and for which the life or the survival of billions of individuals. Our individual power is certainly limited, but the upheavals over a year are unfolding before our eyes, prove us that ceases to be, when it is collective.
